Two-in-One: China Integrates Work Permits and Social Security Cards

Starting December 1, 2024, China will officially merge work permits for foreigners with social security cards into an integrated digital solution. This new system aims to simplify access to essential services for foreign workers while optimizing administrative processes. The reform reflects China’s commitment to modernizing its talent management and creating a more seamless experience for professionals from abroad.

The integration allows work permit information to be embedded directly into the electronic social security card. Foreign workers can apply for this digital card after entering China through an authorized app. To register, they need to provide their name, work permit number, or social security number. The process is completed with real-name verification and identity authentication. With the electronic card, foreigners can access social security services and present their work permit information seamlessly.


Transition Period Application Guide

  • For those: already applied for the “Foreigner Work Permit Notice”: Applications can be processed as usual, and the business process will not be affected.
  • For those: already obtained the “Foreigner Work Permit” / Already completed the application for the “Foreigner Work Permit Notice” but have not yet obtained the “Foreigner Work Permit”: The approval authority will re-examine the application. After approval, the applicant needs to download the new version of the “Work Permit Notice” and the “Administrative License Decision Notice,” and then register to obtain an electronic social security card that contains work permit information.
  • For those: already have a physical “Foreigner Work Permit” and intend to apply for an electronic social security card: The applicant can directly apply voluntarily through the application portal, or wait until the current work permit is due for renewal or amendment, and then follow the new integrated procedure for certificate and card integration to handle it.

These adjustments are aimed at ensuring a smooth transition for both new applicants and those who are already working in China.

Benefits of Integration

The unification of work permits and social security cards simplifies administrative processes, reduces redundancy, and facilitates efficient data sharing between government departments. The Ministry of Human Resources and Social Security (MOHRSS), which oversees this initiative, will be able to manage both employment and social security records more effectively.

Additionally, the electronic social security card provides added convenience to foreign workers in China. It is designed to be a multifunctional tool, accessible in various everyday scenarios such as healthcare services, pension inquiries, and more. This integration reduces the need for multiple physical documents, making it easier for foreign professionals to navigate China’s systems.
