Federal, state and film promotion agency launch aid programme for the film industry

Up to now, there has been no script for this: filming cancellations, production postponements, project cancellations, the film and media industry has also been badly affected by the Corona crisis. We expect that numerous companies in the film industry will have to postpone their productions scheduled for this year until next year. Therefore, there is now an aid program for the film industry.

As for other industries, the essentials apply to the film industry as well: Reduce fixed costs and close liquidity gaps. We must assume that the emergency aid provided by the federal and state governments is only a drop in the ocean.

A tailor-made aid package for the film industry

The Federal Ministry of Culture and Media, together with the federal and provincial sponsors, has launched an aid programme of around 15 million euros. This package is intended to take effect where other aid measures and support programmes of the Federal Government and the federal states have not been effective.

It refers to projects that are jointly supported by different funding agencies. This is stated in a press release issued by the Federal Ministry of Culture and Media on 27 March.

These are the main measures of the pandemic aid programme

  • In the event of interrupted shooting or a film that has not been released, no reclaims will be made
  • Additional costs due to postponements and interruptions of funded projects are covered
  • Blocking periods are temporarily handled flexibly

The aid programme is a joint initiative of the Federal Government Commissioner for Culture and Media, the Federal Film Board (FFA) and various state sponsors.

Our assessment

We welcome the rapid action of those responsible, even if this means that improvements and optimisation are necessary.

In this case, the federal and state governments as well as relevant state funding agencies have launched a tailor-made and sector-specific aid package that promises to provide help that fits exactly. It remains to be seen whether the current volume is sufficient.
